To reduce costs has any consideration been given to having the branch manager, pic, or clerical supervisor take the money deposit to the tax collector's office. I remember Dunbar's service was quite costly.

When the staff at smaller branches are moved to another "vacant" position somewhere in the system, will they be at the same "level" as before? I.e., will librarians still be librarians, will senior librarians still be senior librarians, will children's librarians still be children's librarians, etc? Some staff are concerned that they will be demoted or put into another job they are not trained for just because they happen to work at one of the smaller branches that will have reduced hours. Some employees at smaller branches may be more qualified, have more experience, have been with JPL longer, etc., than someone who happens to work at a larger branch. Shouldn't everyone's qualifications be weighed and compared when/if mass transfers begin? That way it wouldn't seem so unfair to those who happened to be assigned to smaller branches that had poor numbers and might become satellites.

Another suggestion in regards to a cost cutting measure that would save money would be having the Branch Manager, PIC, or clerical supervisor count the copier money. This was already done on a short basis when we lost the contract with IKON.

When will the people at the possible satellite branches know if they are going to be transferred or if their position is going to be eliminated? Will they have to wait until the budget is finalized in September? Will it be possible to give them any more advanced notice than that? When will we know exactly which five branches are going to be reduced? Do people working at those branches already know? Will anyone be transferred in the immediate future to begin to put the framework for the new organizational system in place? Should more recent hires or staff members without a lot of experience be more worried about their jobs being "eliminated"?

At this time we are not considering asking managers or others to take the monies taken in at the libraries to the Tax Collector's Office.

However, on your other point about having staff count the money taken in by the copiers and VCA's, we are considering having staff do this to save costs in our contract. I have asked Ms. Williams and Mr. King to make a recommendation to me on how we should proceed as we need to have appropriate measures in place to move forward.

In response to concerns about staff who may be transferred into vacant positions as a result of service hour reductions, it is important to remember that any assignment changes will be done in accordance with the Civil Service Rules and Union contracts.

I also want to reiterate what I said at the staff Town Hall meetings:

The budget process runs through September. The Mayor will submit his budget to the Council in early July and they will have to approve a budget by September 30. Nothing is final until the budget is approved.

I expect to keep staff informed as it is practical to do so. I do not plan to announce the names of the satellite libraries at this time.

We will do our best to accommodate all staff in positions impacted by the service hour reductions if they take place by using our vacant positions. As I have said above this will be done according to established procedures and rules.
